EAST ASIA POVERTY REDUCTION COOPERATION PILOT PROJECT

CONSTRUCTION for ELECTRIFICATION WORKS IN AYE CHAN THAR VILLAGE

 

The Department of Rural Development (DRD) of the Ministry of Agriculture, Livestock and Irrigation as implementation agency (IA) of Myanmar, is being jointly implementing the East Asia Poverty Reduction Cooperation Pilot Project with International Poverty Reduction Center in China (IPRCC) under the Implementation Agreement between China and Myanmar Governments. The project aims to share China’s successful experiences in poverty reduction and to enhance cooperation and exchange in poverty reduction and rural development between China and Myanmar by conducting poverty alleviation activities in two rural villages in the Nay Pyi Taw Territory; Aye Chan Thar Village (Tatkone Township) and Min Pyin Village (Lewe Township). (Basic Information of these villages can be seen in Attachment 1 of the bidding document).

 

JPMO (Joint Project Management Office) intends to apply part of the proceeds toward payments under the Purchase Order / Contract for: CONSTRUCTION FOR ELECTRIFICATION WORKS IN AYE CHAN THAR VILLAGE and now invites sealed bids from the eligible Local Companies and Chinese Companies having branch office registered in Myanmar.

Quotation competition will be conducted through the Shopping.

1.Construction of 11KV  Line ( 1300 feet) 2.Construction of 11/0.4KV and 200KVA sub station. 3.Construction of 11/0.4KV and 50KVA sub station. 4.Construction of 0.4KV Line(21113 feet) with Angle Iron, Shackle Insulator, D   Iron and Insulated Cable	1 SET

 

1. The EQUIPMENT is required to be supplied and installed at the latest within 75 DAYS from the effective date of the contract.
2. Interested qualified eligible suppliers are invited to obtain a copy of the bidding documents free-of-charge from the address given below by submitting a written application. Except for the submission of a written application, there shall be no other conditions for obtaining the bidding documents. Bidding documents will be sent by e-mail only.
3. To be considered eligible and qualified a company must:

1. Have completed within the last 5 years at least one contract/ supply of a similar nature. The name of the owner, installation location and contact information, and photos are required.
2. Not be under any notice of suspension or debarment issued by the Department of Government.
3. The bidder must be a company registered locally in Myanmar.
4. Demonstrate that local firm (if) is paying taxes to the Government.
5. Site survey certificate (signed by local DRD) (is recommended but not mandatory for the eligibility).

1. A virtual pre-proposal conference will be organized if at least one interested bidder requests it to the contact person below. In case JPMO receives such request the virtual pre-proposal conference will take place tentatively on THURSDAY 5^th NOVEMBER 2020 at 10:00 am at the Department of Rural Development, Office No (36), Nay Pyi Taw. (For details of the pre bid meeting, please contact to the address as in paragraph 13 of ITQ.).
2. Bids must be delivered to the address given below at or before WEDNESDAY  18^th

 NOVEMBER 2020 at 10:00 AM Myanmar time. Late bids will be rejected. Bids will be opened in public immediately thereafter at the address given below in the presence of the Bidders' representatives.

1. The JPMO shall award the Contract to the Bidder whose offer has been determined to be the lowest evaluated bid and is substantially responsive to the Bidding Documents, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily.
